My Priorities
- Ensure Financial Stability. The Port of Edmonds relies on moorage/storage fees, business leases, and taxes from a small district covering Woodway and part of Edmonds (west of 92nd Avenue West). With this limited tax base, I’ll prioritize prudent financial management to keep taxes and fees low while funding critical projects like the seawall reconstruction and Portwalk—our most significant investment in decades. My experience managing multimillion-dollar budgets ensures the Port remains a top-tier facility without burdening our community.
- Deliver Exceptional Customer Experiences. Boating is a major investment with limited opportunities for enjoyment due to weather and short fishing seasons. Boaters deserve reliable, well-maintained facilities, from moorage to launches. Visitors enjoying the Port’s scenic beauty should find a clean, safe, and welcoming environment. I’ll continue to advocate for a first-rate experience for all.
- Protect Our Environment. My entire professional career as a scientist has been dedicated to environmental protection. My experience ranges from hazardous waste investigation to environmental impact statements. A lot of great work has already been done by the Port to prioritize the environment with the Green Port Initiatives and best management practices. I will continue to seek additional ways in which we can make and keep our operations environmentally sound, given our location within and adjacent to the environmentally sensitive areas of Puget Sound and the Edmonds Marsh.
Meet Ross
As an Edmonds native and 37-year resident, I have a lifelong connection to downtown Edmonds and the Port. My father managed a facility near the public launch for 17 years and I spent many days of my formative years at the Port. I’m fortunate to have had the opportunity to live in other parts of the U.S. and in Europe to appreciate how special Edmonds is. During my years away, I regularly visited Edmonds to check on my parents and witnessed the evolution of the community into the vibrant destination it is today. The Port of Edmonds is a cornerstone of our community’s identity, driving tourism and local pride with its scenic charm. I want to continue serving the community as Port Commissioner to ensure this treasure thrives, blending my deep-rooted commitment to Edmonds with my unique qualifications for stewardship of its waterfront.
Education and Experience
M.S. Geological Sciences, Rutgers University
B.S. Geological Sciences, University of Washington
Currently Port Commissioner At-Large, Position 5, appointed by the Commission on April 28, 2025, to serve the remainder of Steve Johnston’s term after his resignation.
38 years of experience as an environmental professional. I have a long work history on a range of environmental projects including investigation, remediation, and monitoring of contaminated sites and development of environmental impact statements. I analyze environmental effects to media (air, groundwater, surface water, soil) from construction and understand the regulatory framework, including for shoreline, floodplain, and jurisdictional wetland projects. I have led consultations with the U.S. Fish and Wildlife Service and NOAA Fisheries under the Endangered Species Act, and with State Historic Preservation Officers and Tribes under the National Historic Preservation Act.
Five years (2020-2024) serving on the Edmonds Tree Board as the alternate, annually appointed by the Council President.
Federal grant review experience. Reviewed grant applications for the U.S. Department of Commerce and worked with local governments, including port districts, to secure funding for a variety of projects under public works, American Rescue Plan Act (ARPA), and disaster relief.
Financial knowledge. Fourteen years of experience as Treasurer of HOAs, developing budgets, ensuring adequate reserves in multiple reserve accounts, investing reserves, and monthly tracking of routine and extraordinary expenses. I have successfully managed multimillion-dollar project budgets during my professional career.
Boater’s perspective. As a former commercial salmon fisherman operating and maintaining a 29-foot boat for 7 years around Puget Sound, I have a firm knowledge of port operations and the needs of boaters.
Business and government perspective. My professional career has been in the business world but primarily as a government contractor. As a Municipal Corporation, The Port sits at the intersection of business and government, serving the public but operating much like a business, generating revenue from its real estate portfolio and user fees. My experience in both business and government provides a perspective that serves the Port Commission well.
